Disturbing allegations of verbal and physical mistreatment of toddlers, poor supervision and repeated staffing failures have emerged in documents about Busy Bees childcare centres in Canberra.

Eleven explosive devices have been found next to footpaths in the city's north-west in the past two days, ACT police say.
