You can now use Windows 11 with vertical taskbars, though the feat requires use of a third-party app. Stardock just rolled out an update to Start11 that brings support for vertical taskbars.

On the right side, scroll down and click on Taskbar. Choose Taskbar behaviors. Uncheck the Show hover cards for inactive and pinned taskbar apps option to disable the hover cards.
