Windows makes it easy (although not obvious) to customize the Taskbar with custom icons. You don’t need a third-party app, just the icon files to replace the defaults.

You can show Program names in the Taskbar, by changing the Never hide labels setting and make it show the text on Windows 11/10 Taskbar.

The weather widget will be displayed on the left side of the taskbar by default, or as an additional icon if you have your Windows 11 taskbar aligned to the left.
